42nd BCS Circular

Bangladesh Civil Services, shortly known as BCS. It is the Examination taken under the Bangladesh Public Service Commission (BPSC). This commission has the authority to manage the whole process of taking employees on the vacant places of different cadres in the Public Services that comes under it. At first, the BPSC invites online applications from the participants who are qualified in competitive BCS Exam in those vacant cadre posts. These jobs are considered as the high level jobs in Bangladesh. This BCS exam takes place almost every year.

At the long past years, due to some problems, BCS Exam didn’t happen in some years. But in recent past years, it happens every year as per scheduled. This year, it was the 41st edition of BCS Exam. Next year, it will be the 42nd edition of this vital and royal Exam and we hope it will not be delayed and will happen as per scheduled. The circular is published by the BPSC every year at the due time and we hope this year will also be the same without any kind of problems.

The circular will be available on the website of BPSC which is www.bpsc.gov.bd. For next year’s Exam, the circular will be published at the end of this year and there will be approximately a month of window for the applicants to apply. Last year, the circular was published on 27/11/2019. The date of application was 5th December of 2019 to 4th January of 2020. Now, let’s have some information about the posts that are vacant:

1. Number of the total General Cadres: 642
2. Number of the total Technical/ Professional Cadres: 619
3. Number of the Government General College Cadres: 892
4. Posts for the Government Teachers Training Colleges: 13

Qualifications for the BCS Examination

There are some qualifications for the applicants to apply and then sit for the Exam. The first thing that is mostly needed that the applicant must be a Bangladeshi Citizen. If the applicant is married to any foreigner without the consent of the government, the he/ she will not be allowed to sit on the Exam. The applicant must submit the proof of Government “No Objection” certificate. Gender will never be the issue in the application process as well as in the Examination. If the applicant has the qualification and he/ she is working under any Republic or non-Republic offices, the he/ she also can apply and attend for the Examination with the permission of the authority he/ she works under.

Then the applicant has to have the degree acquired from Bangladesh, if not the documents of that degree acquired should be attached with application and must have to prove that the degree is equivalent as the qualification criteria wanted on the circular. A student must have at least the Bachelor degree of 4 years from any University in Bangladesh. If the student didn’t do the Bachelor degree instead he or she has the Pass Course Degree, then he or she must have the Master Degree as well. The age restriction for applying is 21 to 30 years of age for the general applicants. For the applicants for BCS (Health) Cadre the age restriction is 21 to 32 years of age. The application will not be accepted by the authority if the applicant’s age is even one day more or less than the restricted age barrier.

Online Application process of BCS Examination

Applicants can apply for the BCS Examination online registration through Bangladesh Public Service Commission (BPSC)’s web address or through Teletalk BD Ltd’s web address.
On the basis of cadre preference, there are total 3 (three) categories of application form. Those categories are:
1. General Cadres.
2. Application form for Technical/ Professional Cadres.
3. Application form for General and Technical/ Professional (both) Cadres.

There are total 3 (three) parts in the BCS Application Form to fill up. All the applicants need to fill those parts to complete the application process. Those 3 (three) parts are given below:
1. Personal Information.
2. Educational Qualification.
3. Cadre Option.

After filling up the form, the applicant has to upload his/ her passport size photo and a valid signature as instructed in the application window. The photo must be less or equal to the 300*300 in pixel size and the size of that photo must be under 100 KB. Photos with covering ears, eyes and hairs and with sunglasses will not be accepted. If the image is black and white, then that won’t be accepted. The image must be scanned under less than three months. The given image should be clear to see.

The pixel size of the signature should remain less or equal 300*80 and the size of the signature file must 60 KB or under than that. The signature should also be clear to see. After completing all these processes, the applicant will receive an applicant’s copy containing with a user ID, photo and the signature.
The photo and the signature must be visible in both office copy and applicant’s copy. The applicant has to save the applicant’s copy by downloading or printing for the further uses. There will be a unique user ID given to each and every applicant. By using that user ID, applicant to pay the fees for the BCS Examination through Teletalk BD Ltd.

The payment process will be through a Teletalk BD sim card. That sim card must have more than 700 Taka when paying 700 Taka and must have more than 100 Taka when paying 100 Taka. The general applicants have to pay 700 Taka (Seven Hundred Taka) for the application process. The small ethnic group candidates, tribal area candidates, handicapped candidates, disable candidates and the third gender candidates have to pay 100 Taka (One Hundred Taka) for the same application process.

If a general applicant pays 100 taka (One Hundred Taka). These process were applicable till 39th edition of BCS. But after the quota system protest, there are no quota system now in BCS. Now all the applicant has to pay the fees of 700 Taka (Seven Hundred Taka) for all the applicants. After all these works are completed, the applicants can download or print the admit card by using the given user ID and then they can attend for the Exam. There will be a unique registration number given for each candidate in the admit card that they have use in the answer sheet.

The Exam Places, Types and Their Procedure

After completing all the applying process, then the time of the Exam comes. The BCS Preliminary test actually happens in March of the year. Preliminary test actually happens in March of the year. We can hope, this year will also be the same without any kind of difference. The BCS Exam is taken in total two steps. Firstly, there is the Preliminary Test and then there is the Written Test and Viva-voce.
In the Preliminary test, all the applicants who had applied properly are allowed to sit for the Examination. The Exam centers are in the main eight cities of Bangladesh. They are Dhaka, Chattogram, Rajshahi, Khulna, Barishal, Sylhet, Mymensingh and Rangpur. Different educational institutes are used as the Examination hall in a weekly holiday, mostly Friday all over these 8(Eight) cities all over the country at a same time, in a same date.
The Preliminary Test is taken under total 200 marks. The marks distribution is given here:

The question will be Multiple Choice Question (MCQ). There will be a total of 200 marks in the Exam of 10 (Ten) different sections. There will be 1 (One) mark for every correct answer and 0.5 marks will be cut for each wrong answer. The applicant has to write the registration number correctly in the answer sheet. If the registration number is not given in the answer sheet or not given, the candidate will be named failed.

The minimum pass mark is 100 (One Hundred). That means the candidate has to get at least 50% of marks to pass in the Examination. There are a total of 10 different sectors in the question. If any candidate fails to get at least 30% marks in any section, he or she will be called failed.

Only the passed candidates and the candidates who have submitted all the documents properly will be allowed to sit in the Written Test and the Viva-voce. The candidates who passed but not submitted the documents will not be allowed to sit in the Written Test and the Viva-voce. The decision of the Bangladesh Public Service Commission in any regard will be grant as the final decision.


The Written Test will happen after some days of Preliminary Test result has given. The Viva-voce will be included under the written Test. The Written Test for General Cadre and the Professional Cadre/ Technical Cadre are different. The marks distribution for both the types of Written Tests are discussed below:

For each 200 numbers’ subject, there will be a time limit of 4 hours and for each 100 number’s subject, the time limit will be 3 hours. The candidates who applied for both the General cadre and the Technical Cadre/ Professional Cadre will give 200 marks exam for the subject relevant to the post or the service with the total 1100 number of General Cadre Exam.


The pass marks for each subject is to obtain 50% marks in average. Adding to that, the candidate has to get 30% marks in every subject separately. Otherwise, the candidate will be named failed. If the applicant does not write the registration number correctly in written answer paper or does not write the registration number in there, they will fail too. To pass in the Viva-voce the candidate has to achieve at least 100 marks from a total of 200 marks. The candidate has to come for Viva-voce with all the documents alongside the admit card, registration number. The Police verification certificate must be brought by him/ her in there as well.

No misconduct with the teacher in guard in the Exam hall will be tolerated and trying to cheat in the Exam will also not be tolerated and will be handled with strong hands. After all the Exams completed, the candidates will be chosen for the interview and the jobs. For both purposes, the letter will be sent to the respective candidates online. And after all the process is done, the selected candidates will be commissioned for the Cadre job. The candidates who pass the Preliminary Exam, Written Exam, and Viva-voce but not commissioned for the Cadre job will be recommended for the Non-Cadre posts. That’s all the procedure for the whole BCS Examination.
